The Pokémon League has introduced new regulation: losers of Pokémon battles no longer need to pay the winner money, but instead have to strip naked on the spot and give up their clothes to them; refusing to comply, or refusing a challenge from another trainer, is a criminal offence. The protagonist's mom doesn't want him to become a trainer because of this, but he can't refuse when Professor Ivy offers him an Eevee.
