紀田 正臣

A resident of Ikebukuro and Mikado Ryuugamine's best friend from childhood. He was the one who encouraged Mikado to come to Ikebukuro. He is enthusiastic about picking-up girls, but he seems to fail at it and acts as the comedic foil to Mikado and Anri in the early portions of the series. [from Wikipedia]
